The War Medal was founded in June 1916 as a modification to the previously established Medal of Honor for War Welfare. The award was given to people whose merits were not sufficient to be awarded the General Decoration of Honor for Bravery or War Merit or to be awarded the Military Medical Cross. Medals of honor that had already been awarded for war assistance could be exchanged by military personnel. During production, the raised inscription on the war relief medals was sanded down and replaced with the engraved writing. From May 1918, due to material shortages, the medals were made from bronzed war metal.
